REEL - In an effort to jumpstart energy efficiency and renewable energy projects the City of Lowell in partnership with the Lowell Development and Financial Corporation (LDFC) has launched the Lowell Residential Energy Efficiency Loan (REEL) Program. REEL will provide very low interest loans of up to $50,000 to assist residential property owners in implementing energy improvements or renewable energy projects. Eligible properties include residential buildings with 1 - 4 units and are able to achieve 10% reduction in energy consumption. The City of Lowell is also making grant reimbursements of up to $3,000 for development projects, building rehabilitation, and/or energy efficiency retrofits that are required to meet the new Massachusetts Energy Stretch Code. Grant applications are available at the Division of Development Services, City Hall, Rm. 55. More information on available grants, and program eligibility is attached below, as are the applications.
